Make WebLaF usable as NetBeans IDE L&F

There are still a few things to be done (like file chooser) so that WebLaF can be simply used as a L&F for various Swing applications (including NetBeans IDE).

The base idea is explained here:
http://weblookandfeel.com/licensing/

To be short:
You can use WebLaF for free if your project meets GPLv3 terms which basically means that it your project should also be open-source and use GPLv3-compatible license. So even if you are using WebLaF in a commercial project but open its source code and use a compatible license - it is no problem.
